When Freezing (pausing service), keep all users and credentials in place, then when Unfreezing a VM give us the ability to choose which users need to be reactivated and which ones to be deleted because not all users will still be working for that company. This would prevent us from being charged for unfreezing users who are no longer needed.

I see it as a "freeze" function where the VM is powered off for a long period of time and only the storage is billed. To power it on again the VM would have to go through the "Unfreeze" function.
